This case involves an appeal of disciplinary action taken against Officer Donald C. Piper regarding an incident that occurred on July 9, 1996. As a result of this incident, Piper was suspended for thirty-five days. He appealed this finding to the civil service board where a hearing officer upheld the suspension, and the board affirmed. Subsequently, Piper appealed to the common pleas court, which also affirmed the suspension. Piper has now appealed...
