From December 1989 to December 1996, St. Paul Fire and Marine Insurance Company ("St.Paul") provided workers compensation and general liability insurance, and St. Paul affiliates provided claims handling services, to Courtney Enterprises, Inc. of Houston, Texas ("Courtney").
