Emmanuel Mensai Okai filed suit under 42 U.S.C. § 1983 and 42 U.S.C. § 1985(3) alleging that certain correctional officers at the Federal Correctional Institute in Greenville, Illinois, beat him while transporting him between housing units on October 25, 1995. Okai was moved after other prisoners had rioted on October 20, requiring that a number of prisoners be relocated in order that the prison authorities might repair the damage...
