In this case, we are asked to address primarily two issues: (1) whether an owner of a premises where felony drug offenses occur must actually participate in the drug offenses before the premises may be padlocked under the nuisance-abatement statutes, and (2) whether the nuisance-abatement statutes limit a closure to a one-year period.
