Relator/appellant West Circle Properties (WCP) brought a mandamus action in district court to compel respondent Olmsted County (Olmsted) and respondent Olmsted County Recorder Daniel Hall to record the plat of WCP's property. Before the district court had addressed the matter, Olmsted's board passed a resolution not to record the plat.
