¶ 1 This case involves a consolidated appeal from a Maricopa County Superior Court judgment and a Rule 10 special action review of an Industrial Commission of Arizona ("ICA") award and decision upon review. The judgment determined that the ICA Special Fund Division/No Insurance Section ("Special Fund") complied with an order of assignment by paying fifty percent of an incarcerated claimant's workers' compensation disability benefits...
