This is a personal injury action filed by Patricia Miller individually and as guardian for her minor son Theodore Quirmbach, Jr. against the City of Federal Way ("the City"), and other defendants. Quirmbach was injured in 1997 when a vehicle driven by Ralph Likins struck him on 28th Avenue South in Federal Way.
