Norman Shropshear brought this suit under 42 U.S.C. § 1983, charging that the demolition of his home by the City of Chicago in March of 1997 had deprived him of property without due process of law. The suit was not filed until February of 2000, however, almost three years after the demolition, and the district court dismissed it as barred by Illinois's two-year statute of limitations for personal-injury suits. 735 ILCS 5/13-202.
