Under La.Rev.Stat. 33:1556(B)(1), should the attorney fee expenses incurred by a coroner in a mandamus action to compel the police jury's providing proper funding for his office be considered "necessary or unavoidable expenses ... incident to the operation and functioning of the office?" For the reasons that follow, we conclude that they should be so considered. We therefore reverse the court of appeal and order...
