The plaintiffs, two community service inspectors for the City of Houston's Department of Public Works and Engineering, appeal the district court's grant of summary judgment in favor of the City of Houston on their Title VII and 42 U.S.C. § 1981 race discrimination claims. Because we find that there is sufficient evidence to infer that race was a factor in the City's failure to promote either Pratt or Garrett, we reverse the grant...
