The defendants, Iowa State Penitentiary officials, appeal the district court's judgment granting Keith Walker ("Walker") injunctive relief under 42 U.S.C. § 1983. Walker, an inmate at the Iowa State Penitentiary ("ISP") in Fort Madison, Iowa, is serving a life sentence for murder.
