Plaintiff-appellant Elijah Stanciel, who has been in custody of the Illinois Department of Corrections ("DOC") since 1988, filed suit in federal district court pursuant to 42 U.S.C. § 1983 alleging that the Pontiac Correctional Center ("Pontiac") and several DOC employees violated his constitutional and statutory rights.
