Appellant Mark Jeffery Shepherd ("Shepherd"), a federal prisoner, appeals the district court's order denying his motion to vacate, set aside, or correct his sentence, filed pursuant to 28 U.S.C. § 2255. We vacate the district court's order and remand this case with instructions to appoint counsel.
