On November 19, 1981, the defendant, Arthur Smith, was indicted on two counts of first-degree murder in violation of La. R.S. 14:30. A sanity commission was requested on December 4, 1981. The defendant was deemed incompetent and sent to Feliciana Forensic Facility on March 3, 1982. A subsequent sanity commission was requested on July 30, 1982.
