Before the court are the following motions: (1) plaintiff Owens Corning's motion to abstain and remand on the bases of mandatory abstention, discretionary abstention and/or equitable remand; (2) Tobacco defendants' motion for leave to submit a memorandum in opposition to Owens Corning's motion for abstention/equitable remand in excess of Uniform District Court Rule 7.2(E)1
