OPINION

KNOPF, Judge:

This is an appeal from a judgment of the Franklin Circuit Court affirming a decision by the Board of Trustees of the Kentucky Retirement Systems in a matter which involved cross-referencing of a retired member's health insurance premiums. We find that the Administrative Appeals Committee lacked the authority to enter a final order on behalf of the entire Board. Consequently, this matter is not properly before the courts on appeal...
