STATEMENT OF THE CASE

On March 17, 1999, the Jefferson Parish District Attorney filed a bill of information charging defendant, Matthew Bartley, with distributing a controlled dangerous substance within 1,000 feet of Acre Road Playground, to wit: cocaine, a violation of La. R.S. 40:981.3. Defendant was arraigned and pled not guilty. On October 26, 1999, the case was tried before a 12-person jury, which unanimously found defendant guilty...
