On November 22, 1998, at Baltimore Washington International Airport, Gregory Justice, a police officer working for the Maryland Transportation Authority [MTA], arrested Douglas White, a would-be passenger on Southwest Airlines. White was charged with failure to obey a lawful order of a police officer, intoxication in a public place, and possession of cocaine.
