The issue in this case is whether, in a proceeding to terminate a parent-child relationship, a court must find by clear and convincing evidence that a father knew the child was his when he "knowingly placed or knowingly allowed the child to remain in conditions or surroundings which endanger the physical or emotional well-being of the child."1
