The City of Bellevue urges that a certificate authenticating a radar speed measuring device need not be prepared by a police officer to be admissible under IRLJ 6.6(b), and that the trial court may consider such a certificate in a contested hearing on a traffic infraction in the absence of a prosecuting attorney. We agree, and accordingly reverse the King County Superior Court and reinstate the trial court findings...
