Dale E. McCormick appeals the district court's dismissal of his petition for failure to state a claim upon which relief may be granted. McCormick sued multiple defendants requesting damages and injunctive relief for a perceived violation of his constitutional right to be free from an unreasonable seizure and detention. In addition to his claim under 42 U.S.C. § 1983 (1994), McCormick presents numerous tort claims under State law against the defendants...
