In a petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254 filed on July 20, 1999,1 Felipe Urena ("Urena") challenges his conviction following a plea of guilty to criminal sale of a controlled substance in the second degree, New York Penal Law ("PL") § 220.41.
