This matter comes on before this court on a petition for a writ of mandamus in the following circumstances. On June 8, 1992, the United States District Court for the Eastern District of Virginia sentenced the petitioner, Austen O. Nwanze, following his conviction at a jury trial, to prison terms of 168 months for various drug offenses and 60 months for each of two firearms violations...
