Petitioner Freeman United Coal Mining Company ("Freeman") appeals an order of the Benefits Review Board of the United States Department of Labor, which granted Respondent Herman E. Summers' ("Summers") claim for relief under the Black Lung Benefits Reform Act. We enforce the decision of the Board.
