Following his conviction for possession of a handgun by a convicted felon, defendant Donte Hammond was incarcerated at FCI, Fort Dix, New Jersey. In August 2000, the Fourth Circuit vacated Mr. Hammond's sentence and remanded the case for an additional suppression hearing. United States v. Hammond, 229 F.3d 1144, 2000 WL 1139611 (4th Cir. Aug.11, 2000). In October 2000, a new witness, Queen Tynes, came forward...
