On March 9, 2001, the petitioner, Marco Periandri, commenced this habeas corpus action against the respondent, Sheriff Gerald McFaul. Periandri asserts a claim of excessive bail: in the underlying case, State v. Periandri, Cuyahoga County Common Pleas Court, case No. CR-404238, he is being held on bail of $2,500,000. In that case, he is charged with two counts of attempted aggravated murder, four counts of conspiracy to commit aggravated murder...
