This matter is before us on a motion for reconsideration filed by defendants-appellants, the state of Ohio, the Ohio Board of Education, the Ohio Superintendent of Public Instruction, and the Ohio Department of Education (collectively referred to as "the state"). In its motion, the state first asserts that the changes to the base cost formula ordered by the court in DeRolph v. State (2001), 93 Ohio St.3d 309
