This is an administrative appeal arising under chapter 21 of the Education Code. The Houston Independent School District ("HISD") Board of Trustees voted to terminate Beverly Goodie's continuing teacher's contract. The Commissioner of Education reversed the Board's decision and ordered Goodie reinstated. On judicial appeal, the district court reversed the Commissioner's decision.
