SIEVERS, Judge.

George W. Bush, then Governor of the State of Texas, asked the Governor of this state to return David P. Borrink to the State of Texas because Borrink was a fugitive from justice. Following his apprehension in Douglas County, Nebraska, Borrink filed a petition for writ of habeas corpus with the district court for Douglas County. The court denied the writ, and Borrink has appealed to this court.
