The appellant, Marie Boswell, is the Clerk of the Superior Court of Greene County. The chief issue presented by this appeal is whether Boswell has the authority to set the salaries of her employees or whether the Chairman of the Board of Commissioners of Greene County has that authority. We conclude that Boswell has the authority to set the salaries of her employees, but that that authority is subject to the budgetary authority of the board of commissioners...
