This is an original petition for writ of mandamus challenging the decision of the State Board of Examiners ("Board") not to review the merits of a lease-purchase agreement ("agreement") between petitioner Employers Insurance Company of Nevada ("EICON") and the State Department of Administration Buildings & Grounds Division ("Division"), based on the Board's belief that the agreement is unconstitutional.
