In June 1989, plaintiff, Larry Doan, was elected to the position of secretarytreasurer for the Bricklayers and Allied Craftworkers Local 55 Union located in Columbus, Ohio. At that same time, William Packard, also a fellow union member, was elected to the position of business manager.

Both Packard and plaintiff worked together in the same building, and also served as trustees for the Bricklayers...
