DOMINGUEZ, District Judge.

Before the Court is Defendants' Motion to Dismiss, based on Fed.R.Civ.P. 12(b)(6). (Docket No. 11). Defendants claim that the Plaintiff, Ivan Cruz Serrano, ("Mr. Cruz-Serrano") has no standing to sue because he is a third unrelated person lacking a cognizable federal cause of action and, thus, is barred from seeking redress.
