Presently before the Court is a motion by defendant United States of America (hereinafter "United States") to dismiss the complaint filed by plaintiff Vivienne Bono ("Bono") pursuant to Fed.R.Civ.P. 12(b)(1). The United States argues that Bono's claim does not fall within the scope of the Federal Tort Claims Act ("FTCA"), and that this Court therefore lacks subject matter jurisdiction over this action....
