[¶ 1] The automobile in which appellant Beaulieu and his family were riding was struck by appellee Florquist, an employee of the City of Rawlins. In the months following the accident, two notice of claims on behalf of Beaulieu were submitted to the City of Rawlins pursuant to the requirements of the Governmental Claims Act, and suit was ultimately filed.
