Arnaldo Montero, pro se plaintiff, brings this action pursuant to 42 U.S.C. § 1983 alleging violations of his constitutional rights under the Eighth and Fourteenth Amendments. Plaintiff seeks injunctive and declaratory relief and compensatory and punitive damages. Defendants now move for summary judgment.
