LAVERY, C. J.

This case is before us on remand from our Supreme Court, which determined that an indigent criminal defendant, such as the petitioner, has a statutory right under General Statutes § 51-296 (a)1 to the assistance of counsel for purposes of filing a petition for certification to the Supreme Court. Gipson v. Commissioner of Correction, 257 Conn. 632
