Petitioner, Ricardo Diaz, appeals from the district court's order entered on October 12, 1999, dismissing Petitioner's application for a writ of habeas corpus filed pursuant to 28 U.S.C. § 2254. Petitioner filed his application while he was incarcerated, and challenged his incarceration for the "bad time" portion of his sentence as imposed pursuant to Ohio Rev.Code § 2967.11...
