Clarence Saffold appeals from the circuit court order dismissing his petition for a writ of certiorari, following his parole revocation. He argues that the circuit court erred in concluding that the Prisoner Litigation Reform Act (PLRA) applied to his challenge to his parole revocation and, therefore, that the PLRA's forty-five-day time limit for filing such a challenge required dismissal of his petition...
