Robert Lawrence appeals a summary judgment for the United States in its suit to enforce four promissory notes. Lawrence argues that the district court erred in refusing to apply the affirmative defense of laches, in finding that the government had provided competent summary judgment evidence, and in concluding that Lawrence's affidavit did not raise genuine issues of material fact precluding summary judgment.
