NYGAARD, Circuit Judge:

Charles Torres appeals the eleven month sentence imposed on him under the United States Sentencing Guidelines after pleading guilty to one count of bank fraud in violation of 18 U.S.C. § 1344. At sentencing, the government had requested a downward departure pursuant to U.S.S.G. § 5K1.1 based on Torres's substantial assistance in a federal investigation of police corruption and illegal gambling enterprises...
