Appellant John P. Hawkins was terminated by the Rhode Island Lottery Commission from his position as its director after a flurry of negative publicity in which his conduct in office was criticized, primarily by the state's governor, defendant Lincoln Almond. Hawkins claims that the discharge violated a variety of state and federal laws, and he filed this lawsuit against Almond and a number of other state officials seeking a hearing, damages...
