The petitioners, Troopers Mark Armaganian and Theodore Korontjis (troopers), appeal a decision of the personnel appeals board (PAB). The troopers challenge both the PAB's conclusion that they conspired to obtain an unauthorized witness fee for Trooper Armaganian and the PAB's decision to uphold the sanction of major discipline for each trooper. We reverse.
