A 1975 civil rights suit by inmates in New Hampshire State Prison ultimately resulted in a consent decree, which was amended in 1990. In response to a 1993 suit alleging contempt of that decree, and pursuant to the Prison Litigation Reform Act of 1995 (the "PLRA"), 18 U.S.C. § 3626, prison officials successfully moved to terminate the decree.
