Louisiana Revised Statute 32:667 provides for suspension of driving privileges for refusing to submit to a chemical test for intoxication after a person has been placed under arrest for operating a vehicle while under the influence. On December 12, 1999, at 1:30 in the morning, the sheriff's office in Calcasieu Parish stopped Martin Henry when they saw him driving in the wrong lane with his lights off.
