OPINION AND ORDER

LAFFITTE, Chief Judge.

Before the Court is Francisco Vázquez' pro se petition for postconviction relief pursuant to 28 U.S.C. § 2255. In his criminal case, he agreed to plead guilty to count two of the second superseding indictment, which charged him with violating 21 U.S.C. §§ 952(a) and 963.1 He was sentenced on November 4, 1999, to a term of seventy months.2
