In this ongoing litigation between the New Orleans Firefighters Local 32 and the City of New Orleans, the principal issues presently before this court are whether the Fireman's Minimum Wages and Maximum Hours Law, La.Rev.Stat. 33:1991-1999, are violated (1) by the "use it or lose it" policy in the Rules of the New Orleans Civil Service Commission regarding the accumulation of annual leave, or (2) by the Rules of the Commission...
