Defendants-appellants, Louisiana Department of Transportation and Development ("DOTD"), appeal a trial court judgment in which the trial court judge, after a bench trial, found in favor of plaintiffs-appellees, Ms. Dora Ramos Garcia and Ms. Virginia Garcia Varela.
