On August 18, 1999, the defendant, Domino Johnson, was charged by bill of information with possession with intent to distribute marijuana, a violation of La. R.S. 40:966(A)(2).1 The defendant did not appear for arraignment, and an alias capias was issued. The defendant was then arrested on November 29, 1999.
