This matter comes before the Court as the result of an attempt by the Commonwealth of Puerto Rico ("Commonwealth") to subject the United States' Naval Station at Roosevelt Roads ("NSRR") to administrative proceedings for the adjudication of NSRR's rights to take water from the Rio Blanco.
